About The Corporation

Henderson Economic Development Corporation (HEDCO) is a Texas non-profit Type B Economic Development Corporation, managed by a seven-member Board of Directors whose members are appointed by, and serve at the pleasure of the Henderson City Council.  The everyday oversight is the responsibility of the Executive Director, Director of Marketing & Business Development and Administrative Assistant. 

HEDCO was established in January 1992 as a Type A Economic Development Corporation but the voters approved to switch from a Type A to a Type B Economic Development Corporation in 2021. It is also an IRS 501c6 Non-Profit Organization.

HEDCO’S mission is to advance opportunities that enhance and expand the economy of the City of Henderson, thereby creating new economic value, adding full-time job opportunities, and improving quality of life for the citizens.

Business Retention

To encourage support and financially assist in the retention and expansion of existing Henderson businesses and industries.

Business Attraction

To attract the locating of new manufacturing companies and industries to Henderson with available sites and buildings, financial incentives, available and technically skilled workforce, and other support services.

Diversification

To encourage, support, and financially assist in the diversification of the economy, particularly manufacturing and industry.

Quality of Life

To assist with activities which contribute to the overall quality of life in Henderson.

Rail Service

To work closely with Rusk County Rural Rail District and Blacklands Railroad in promoting rail service.
